The base antistatic property (marked A) under EN ISO 20345 allows a broad resistance band, roughly 100 kilohms to 1000 megohms, which is enough to bleed off a shock but too loose for sensitive electronics. ESD footwear is tested to a tighter, lower upper limit, typically kept below 35 megohms, so the drain is faster and predictable. If your risk assessment names ESD specifically, an A-rated antistatic boot does not meet it.
Specify ESD where a controlled static path matters: electronics and semiconductor assembly, automotive and battery lines, server rooms and data centres, cleanrooms, pharmaceutical and medical device manufacture, and ATEX zones handling flammable liquids, gases or fine dust. If you work around printed circuit boards or explosive atmospheres, ESD is usually the minimum, not an upgrade.
